certSIGN and Leviatan Group have jointly developed an innovative signing solution with qualified certificate for remote electronic signature – Paperless flowSIGN, which has already been integrated into the design process of Leviatan Design, part of Leviatan Group.
Thus, the documents and technical documentation are signed and sent electronically to the competent authorities and institutions with the issuance of opinions, agreements, approvals and authorizations, and the certificates for the electronic signature are issued based on the eIDAS Regulation, according to the specifications of GEO 140/2020.
This development brings multiple benefits to those active in fields such as construction, architecture and urban planning, ensuring legal compliance, safety and efficiency of processes, both on the Romanian market and internationally.
The innovation of this solution is based on the integrations made by eConfaire Immersive Design, the research & development division of the Leviatan Group, and certSIGN, which allowed all the documents of the design process to be available to all those involved (designers, beneficiaries) in the BIM workflow (Building Information Modelling).This integration can also be replicated internationally, both due to the European recognition of the qualified electronic signature issued in accordance with the eIDAS Regulation and the BIM standards.

The signature is carried out with a remote qualified electronic signature, and the legal value of an electronic construction documentation is given by the application of the qualified electronic signature of all the specialists involved (architect, designer, etc.), who may be in different locations. Thus, access to the signature tool only requires a mobile device and an Internet connection, given that the signature is applied directly in the cartridge of a board. The cartouche represents the place on the drawing board, in which all the people involved in the project are mentioned, with the role and responsibility of each one.
One of the most important benefits of using remote qualified electronic signature in design is that it provides a 100% level of trust and traceability, as projects signed in this way can be changed later without invalidating the signatures already applied.

Construction is a field where digital transformations have been needed for some time already, in several ways: the large volume of paper consumed, the processing time of the projects (printing, packaging, transport to all the authorities and responsible persons who have to sign the documentation and, last but not least, its storage). Projects must be kept for a long period of time, and keeping them in electronic format facilitates not only access to projects, their consultation and obtaining approvals, but also their storage, which no longer requires physical space and the fulfillment of specific conditions for archiving. Thus, they will be archived with legal value, according to Law 135/2007.
